  16. <p>German right-wingers spearhead scores of attacks against
  17. foreigners

  19. <p>     For German right-wing radicals, the incendiary of choice is
  20. the Molotov cocktail. Instead of hitting their target and burning
  21. out, however, the ones hurled two weeks ago in Rostock have
  22. continued to spray sparks across Germany: at week's end, more
  23. than 150 attacks on asylum-seeking foreigners had been
  24. registered since the mayhem began. In Ketzin, 10 miles from
  25. Berlin, 44 Auslander barely escaped with their lives when the
  26. building they inhabited was razed by torch throwers. Official
  27. calls for special police powers to confront the skinheads and
  28. neo-Nazis did not seem to deter anyone. Although there was no
  29. breakdown in civic order, the attacks reached to the front door
  30. of the government: right-wingers threw fire bombs at a house of
  31. asylum seekers a mile from Chancellor Helmut Kohl's Bonn office.

  33. <p>     While the shelters burned, however, the politicians
  34. continued to fiddle. In principle, a move to change Germany's
  35. liberal asylum laws is closer, since the opposition Social
  36. Democrats agree that a constitutional amendment is needed. In
  37. fact, most of Bonn's energy went into fighting over SPD charges
  38. that the government has deliberately dawdled on processing and
  39. deporting unworthy asylum seekers to keep the pressure on for
  40. the legal change.
